Background
The financial, food, fuel and climate crises are individually serious issues, but in combination their impact could be catastrophic for the global economy. Perhaps we stand at a crossroads. Even as we move into a global economic downturn there are growing calls for an accelerated transformation towards low carbon and resource productive economies. To move forward will require new and more efficient solutions, technologies and products alongside behavioural change. Climate change is now universally recognised as a significant global environmental challenge and as a consequence, debate over the measures needed to tackle climate change has moved up to the top of the agenda amongst civil society, business and government.
The United Nations Global Warming Conference in Copenhagen in December 2009 highlighted the major challenges and opportunities associated with climate change as we move towards post 2012 carbon dioxide (CO2) reduction targets. In July 2008, the UK raised the bar by announcing a target of cutting CO2 emissions by 80% by 2050. Innovation will be a core part of the way forward. The Stern Review underlined that increased investment in R&D and innovation could significantly reduce CO2 emissions and we have seen more than $5 billion of venture capital invested in clean tech worldwide since July 2007 (Source: Ernst & Young).. However, we need to create much better international, national and regional structures and systems to adapt to climate change as well those to stimulate, nurture and progress new low carbon ideas through R&D to commercialisation and the marketplace. A new system is needed that fosters sustainable, low carbon and resource productive innovation - short, medium and long-term. Designers, innovators, investors, entrepreneurs, consumers and governments all have a role to play in the change that is needed.
The Water Pollution and Climate Change Working Group Conference & Expo is making the 2011 Conference carboNZero certified. This means that we will measure, manage and offset the greenhouse gas (GHG) emissions associated with the conference and exhibition organisation and implementation. After the event, an audit will be performed by PricewaterhouseCoopers to ensure the conference has met the carboNZero programme requirements.
Landcare Research’s carboNZero programme is the world’s first accredited greenhouse gas certification scheme. The accreditation was made by the Joint Accreditation System – United Kingdom & United States (UK-US) which comes under the auspices of the International Accreditation Forum.

The 2011 International Water Law and Transboundary Freshwaters Workshop will be held in Dundee from Monday 1st August to Friday 5th August 2011 (inclusive). Internationally renowned speakers will explore the role of international water law in the management of freshwater resources.
Key topics to be addressed include:
? What is international water law and how does it support regional peace and security?
? How do international legal frameworks support national decision-making related to transboundary water resources planning and management?
? Who is entitled to use transboundary freshwater resources – why and how?
? What special rules exist for the management of groundwater?

? How can states use international law to promote hydro-diplomacy?

"AGRICULTURE & EFFET DE SERRE : l'approche territoriale ClimAgri"

Comment intégrer les enjeux agricoles et forestiers dans les Plans Climat-Energie Territoriaux ? Comment mieux analyser le rôle de l’agriculture dans la lutte contre le changement climatique au niveau local et construire une stratégie agricole ou un plan d’action en tenant compte des spécificités de l’agriculture à l’échelle du territoire ?
Développé dès 2009, en partenariat avec les ministères en charge de l’agriculture et de l’environnement, des organismes agricoles et des associations environnementales, l’outil ClimAgri apporte des réponses en permettant :
la mise en relation de trois types d’indicateurs à l’échelle d’un territoire :
les consommations d’énergie de l’agriculture et la forêt
les émissions de gaz à effet de serre
la production de matière première agricole
et leur analyse.
En 2010, afin de vérifier la pertinence des résultats de l’outil comme aide à la réflexion et à la construction d’un plan d’action, d’identifier les difficultés d’utilisation et d’améliorer l’outil, une expérimentation ClimAgri a été conduite sur 12 sites présentant différents types d’agricultures et d’échelle d’analyse.
Cette expérimentation a mis en évidence l’intérêt d’organiser la capitalisation des expériences en terme d’actions visant à améliorer les impacts sur le territoire.
Le 16 septembre, afin de contribuer à une meilleure prise en compte de l’agriculture dans la lutte contre le changement climatique, l’ADEME lance la diffusion de la démarche ClimAgri vers l’ensemble des territoires.
Cette journée technique sera l’occasion :
de préciser l’importance des enjeux agricoles et forestiers dans les Plans Climat-Energie Territoriaux,
de présenter les grands principes de l’outil et la démarche ClimAgri,
de partager les enseignements de l’expérimentation et de montrer les pistes d’actions envisageables à l’échelle des territoires.

The Management of the Guarani Aquifer System: An Example of Cooperation

In August 2010 Argentina, Brazil, Paraguay and Uruguay, countries that share the Guarani Aquifer System (GAS), signed a new agreement for the management of this complex system. The four countries are now involved in the ratification process and in the negotiations of instititutional aspects, including discussions regarding an annex to the Agreement on arbitration procedures. Against this background, the management of the GAS can benefit from a debate about the steps that have been taken until now, and about the challenges that lay ahead. The conference “The Management of the Guarani Aquifer System: An Example of Cooperation” provides this opportunity and the organisers invite researchers, consultants and water management experts to submit an abstract for one of the three sessions of the conference:
(1) An assessment of the scientific knowledge on the GAS
(2) Current use and protection of the Guarani Aquifer System
(3) The GAS and regional cooperation

The Global Forum on Sanitation and Hygiene 2011

The Water Supply and Sanitation Collaborative Council (WSSCC) is pleased to announce “The Global Forum on Sanitation and Hygiene 2011”. The event will be a vital platform to discuss and advance sanitation and hygiene issues of importance to billions of people.

L'introduction anthropique dans l'atmosphère terrestre de gaz absorbant le rayonnement infrarouge émis par le Terre a provoqué une augmentation de la température moyenne du globe de l'ordre de 0,75 °C au cours des 100 dernières années. Les simulations sur ordinateur de la dynamique de l'océan et de l'atmosphère reproduisent correctement les valeurs observées, à condition de prendre en compte cette absorption accrue du rayonnement infrarouge.
Le plus préoccupant est l'évolution à venir du climat. Pour limiter l'augmentation de la température moyenne du globe à 2 ou 3 °C, ce qui représente environ la moitié de l'écart entre les deux extrêmes des cycles glaciaire-interglaciaire qui ont bouleversé la géographie du globe, il faudra que les émissions actuelles mondiales soient divisées par un facteur 2 d'ici une cinquantaine d'années.

""The Water Resources Research Center at the University of Hawaii at Manoa (Dr. Chittaranjan Ray, Director) in cooperation with the Virgin Islands Water Resources Research Institute (Dr. Henry H. Smith Director), the Puerto Rico Water Resources and Environmental Research Institute (Dr. Jorge Rivera-Santos Director), and the Water and Environmental Research Institute of the Western Pacific in Guam (Dr. Gary Denton Director) are organizing a conference on the general theme of water and wastewater sustainability issues in island environments. These four centers (along with 50 others in the continental United States) operate under the US Geological Survey’s Water Resources Research Institute Program to address problems and issues of water and wastewater management that affect our regions with programs of targeted research.
Because of our geographic isolation, limited physical resources, unique ecosystems, and susceptibility to natural disasters, tropical islands face immediate challenges in meeting our populations’ demand for water and ensuring safe and environmentally sound disposal of wastewater.
With limited recourse to water importation our islands are totally dependent on the resources that nature provides. Increasing populations and changeability of rainfall regimes require a greater degree of preparedness than that needed in most continental regions. Some of our islands, such as Hawaii and Puerto Rico are blessed with substantial groundwater storage while on others geological conditions severely limit groundwater availability. On some islands desalination, powered by imported fuel, provides the drinking water at a high cost. On others, residents perforce rely mostly on rainwater catchment..."

1ère édition de Loisirs d'Eau : Un salon international grand public, dédié à l'eau, ses plaisirs et sa préservation.

La thématique centrale de l’eau n’est pas ici le fruit du hasard, ni d’un quelconque objectif purement commercial. Le choix de la marraine de cette première édition s’avère révélateur : c’est Alexia Barrier, éco navigatrice de la trempe d’une Ellen Mac Arthur et affichant neuf transatlantiques à son palmarès, qui hissera le pavillon de Loisirs d’Eau du haut de son voilier présent sur le salon.
Présidente de l’association 4myplanet, cette jeune skipper talentueuse tout juste trentenaire, allie passion de la course et défense de l’environnement. « Ma rencontre avec Didier et nos valeurs communes m’ont incitée à m’investir à ses côtés. »
Sur son bateau, Alexia Barrier embarque, à chacune de ses traversées au long cours, des équipements à la pointe de la technologie permettant de mesurer la température de l’eau et sa salinité. Les mesures effectuées servent de banques de données aux scientifiques observateurs des océans (Cf. Programmes européens Coriolis et GOSUD).

UN RENDEZ-VOUS ESSENTIEL POUR LES ACTEURS DE L’EAU
Les chiffres concernant la satisfaction des participants sur le choix des thèmes et des intervenants restent à un haut niveau (67%), et il est important de noter que la part de "très satisfaits" a augmenté pour atteindre 20% pour la dernière édition. Ce rendez-vous, de plus en plus suivi, correspond aux attentes des participants tant par la diversité des acteurs présents (entreprises, techniciens, élus…) que sur le choix des thématiques traitées, avec entre autres, parmi les plus plébiscitées :
- la continuité écologique des cours d'eau : mise en œuvre des lois Grenelle
- la réduction de la consommation d'eau sur un territoire
- la gestion des eaux pluviales
D’ores et déjà pour 2012 : de nouvelles actions permettront d’atteindre de nouvelles performances d’affluence du visitorat, et le salon proposera pour la première fois une navigation sur deux halls, avec d’avantages d’exposants des pays frontaliers et de nouvelles fédérations professionnelles associées.

Sur toutes les précédentes éditions, les ateliers et forums étaient organisés en parcours thématiques. En 2011, de nouveaux thèmes ont été développés, comme la gestion des services de l’eau, et en 2012, de nouveaux sujets feront leur apparition :
