Call to Take Part in the Third Mediterranean Development Forum
WASHINGTON, December 2, 1999--Invitations are being sent out this month to over 600 influential development professionals from more than 15 countries in the Middle East and North Africa to attend the third Mediterranean Development Forum, MDF3, in Cairo, Egypt, from March 5 to 8, 2000.
MDF3, entitled "Voices for Change, Partners for Prosperity" is seeking ways to boost economic growth, improve the region's integration in the world economy, and reduce poverty and inequality.
Besides plenary sessions, there will also be more specialized workshops on seven themes:
global trade and regionalism, institutional reform, firms' competitiveness, civil society, knowledge and education, financing development, and labor markets.
Those invited to attend include key figures from the private sector, government, development organizations and civil society, with particular attention to city mayors, female entrepreneurs, and the media.

The event will mark the conclusion to a long series of sessions during which thousands of concerned citizens addressed the water crisis that threatens us all. In The Hague a Vision will be unveiled projecting a scenario of how the world could look twenty-five years from now - if we take action today. A world with enough clean water for everyone. To implement this vision a plan of action will be announced, the Framework for Action.
The key elements of the Vision address basic issues such as the right to water and sanitation; the challenging concept of more crops and jobs per drop; the essential water services provided by natural ecosystems; the risk of floods and droughts; the need for international cooperation and governance to better address water issues.

Conference rationale, On the eve of the 21st Century, scarcity of water resources in many parts of the world, especially in arid and semi-arid areas, is a problem of growing concern for humankind. The latest assessments carried out within the framework of the International Hydrological Programme (IHP), and in particular the Monograph on World Water Resources at the beginning of the 21st Century, clearly show that the water available in many arid countries is already below the 1000m3/year/inhabitant, considered sufficient to meet the average human need. In addition, in many regions, water resources are stored in deep underground aquifers which are not recharged annually. This means that abstraction of such ground water is equivalent to a mining exploitation. Many of these aquifers are extremely large and cover areas shared by several countries.
How should the water resources of these aquifers be assessed? How should these non-renewable resources be managed to meet the increasing needs of populations with a high population growth?
These are problems which the international scientific community must endeavour to resolve. Knowledge on this topic should be discussed and reviewed in order to identify appropriate methodologies to face these problems.
A step in this direction is the International Conference on Regional Aquifer Systems in Arid Zones - Managing non-renewable resources.
