FY 2004 Dissemination Status of Wastewater Treatment Facilities

The Ministry of Agriculture, Forestry and Fisheries, Ministry of Land, Transportation and Infrastructure and Ministry of the Environment (referred to as the "three Ministries") compiled a report on state of population served by wastewater treatment facilities across the nation as of the end of FY 2004 (March 31, 2005).
The three Ministries agreed to adopt the population served by wastewater treatment facilities including sewage, agricultural effluent treatment facilities, johkasoh, an on-site treatment system for domestic wastewater, and community wastewater treatment plants as an indicator describing state of dissemination of wastewater treatment facilities. The data on the state of dissemination at the end of a fiscal year was firstly published in FY 1996. The name of the index was changed to the "dissemination status of population served by wastewater treatment facilities" from "dissemination status of wastewater treatment facilities".
In line with the "Prefectural Plan" which stipulates areas, methods and timelines for the improvement and construction of wastewater treatment facilities, local government has been effectively and efficiently carrying out projects in regard to the development of the facilities.
The number of the people served by wastewater treatment facilities across Japan as of the end of FY 2004 is 100.79 million, an increase of 2.26 million compared to FY 2003. Dissemination rate, which is the ratio of number of people served by wastewater treatment facilities to total population, is 79.4% (77.7% as of March 31, 2004). However, there is a big gap between population served by wastewater treatment facilities in big cities and medium and small towns and villages. Namely, dissemination rate in small towns with population under 50 thousand is only 59.6%.
The breakdown of number of people served by wastewater treatment facilities by facility types are: 86.36 million are served by sewage, 3.44 million by agricultural effluent treatment facilities, 10.62 million by johkasoh, and 370 thousand by community wastewater treatment plants.
